Aldermen consider higher rates for irrigation
Wrightsville Beach will have its new police chief on Thursday, July 14, as Dan House will take his oath of office at the start of the board of aldermen meeting. The town announced a month earlier that House, then a lieutenant with the North Carolina State University Police Department, would replace the long-serving Chief John Carey, who retired on March 31. House worked as operations manager for the NCSU police, ensuring that policies and procedures were followed, recruiting and training. He came highly recommended by NCSU Police Chief Tom Younce.
House earned a bachelors degree in justice studies and an associate degree in criminal justice from N.C. Wesleyan College as well as a masters degree in general administration from Central Michigan University, all through a satellite campus at Seymour Johnson Air Force Base. He also graduated from the Federal Bureau of Investigations National Academy and previously worked with the Wilson Police Department.
Numerous public hearings are scheduled for the meeting, including the proposed commercial parking lot on East Salisbury Street, an amended traffic pattern for the Daily Grind Coffee Shop, the Wrightsville Sound Small Area Plan, and historic landmark designation of the Keith-Jones Cottage at No. 6 Augusta St. Also, aldermen will consider amending water and sewer rates with a tiered rate schedule for nonessential water use.
A drought, ongoing wildfires, excessive heat warnings this week, and broken temperature records on Wednesday, July 13, and earlier this summer, have reinforced arguments for water conservation. Steve Pfaff, warning coordination meteorologist for the National Weather Service in Wilmington, said Wednesday, July 13, that the days high temperature of 102 degres broke the 1993 record of 100. However, public works director Mike Vukelich also said on Wednesday that usage during the last few years was driving the proposal much more than were current climatic conditions.
He said nonessential use such as irrigation had risen to more than 50 percent of consumption. Last year, the town sent letters to the 20 highest water users, primarily large complexes taking more than 100,000 gallons per month, but none of them changed significantly.
However, Vukelich predicted that half of customers wouldnt see any change in their bills. Currently, nonessential water use costs $2.40 per unit of 100 cubic feet. The proposed progressive rate schedule would continue that rate for using zero to 40 units, or up to 29,920 gallons. The second tier would charge $3.60 per unit for using 41 through 100 units, or 29,921 through 74,800 gallons, and the third tier would charge $5 per unit for anything beyond.
